However, X’s decision to only restrict free users has been branded as a cynical move to monetize abuse.

The Grok AI was used to create graphic deepfakes, “nudifying” women and girls and depicting them in violent scenarios. While X has removed the ability for free accounts to generate images, the feature remains available to those who pay for a premium subscription. Critics argue that this does not address the safety issue but simply puts a price tag on it. The continued availability of the tool to paid users suggests that the platform is prioritizing revenue over the safety of women and children.

Technology Secretary Liz Kendall has warned that the government is “looking seriously” at blocking X if it does not comply with the law. She stated that Ofcom is investigating and will announce action within days. The government’s concern is with the presence of illegal content on the platform, regardless of whether the user paid to create it. The paid subscriber loophole is likely to be a key point of contention in the regulatory discussions.

Australian Prime Minister Anthony Albanese condemned the situation as “abhorrent,” focusing on the harm caused to victims. Musk’s defense of the platform has done little to address the specific concerns about the paid features. Campaigners are calling for a total ban on “nudification” apps and features, regardless of subscription status.
